WRSC Launches Strategic Plan 2023-2027 and Warehouse Receipt Financing Manual
The Council has marked a significant milestone with the official launch of its Strategic Plan 2023–2027 and the Warehouse Receipt Financing Manual. The event brought together a broad range of stakeholders including government officials, farmers, warehouse operators, financial institutions, Agtech companies, regulators, and development partners, all committed to strengthening Kenya’s Agriculture commodity trading ecosystem.
The event was graced by the Principal Secretary for Trade, Ms. Regina Akoth Ombam, who reaffirmed the government’s commitment to advancing structured markets under the Bottom-Up Economic Transformation Agenda (BeTA).
She noted that “WRSC will ensure that commodities stored in certified warehouses not only meet local but also international quality requirements to tap into export markets enabled by the African Continental Free Trade Area (AfCFTA), the Comprehensive Economic Partnership Agreement (CEPA), and the Kenya-EU Economic Partnership Agreement. This alignment will allow our farmers and traders to access broader, more lucrative markets, strengthening Kenya’s position as a competitive agricultural exporter.”
WRSC Chairperson, Ms. Felicity Biriri, underscored the Council’s mission to promote fair, transparent, and efficient commodity trading. She highlighted that the Strategic Plan sets out clear priorities to; Expand certified storage capacity, enable financing for farmers and traders, and support price discovery in both spot and futures markets.
WRSC Ag. CEO, Ms. Lucy Komen, emphasized the importance of the new Warehouse Receipt Financing Manual as a practical guide to help farmers, banks, and warehouse operators navigate the system with confidence. By turning stored commodities into reliable collateral, the Warehouse Receipt System will make credit more accessible and affordable for Kenya’s farmers and SMEs.

The success of the Strategic Plan and Financing Manual will rely on ongoing collaboration with key partners such as; Agriculture and Food Authority, County Governments, Financial institutions, Kenya National Multi-Commodities Exchange Limited, Agriculture Finance Corporation, United Grain Millers Association; Agtech companies including Acre Africa, Hello Tractor, and Agribora; Industry partners such as the Tea Board of Kenya.
